In a move that signals a sharp departure from Washington’s stance on international health collaboration, Illinois to Join WHO Outbreak Response Network, Defying Trump, Governor JB Pritzker announced on Tuesday that the state will formally take part in the World Health Organization’s Global Outbreak Alert and Response Network.
The decision comes just weeks after the United States completed its withdrawal from the World Health Organization, following a one-year waiting period triggered by an executive order signed by Donald Trump on his first day back in office in January 2025. With this step, Illinois becomes the second U.S. state to align itself with the global health body’s emergency response network, after California joined earlier this year.
Governor Pritzker, a vocal critic of Trump’s health policies, framed the move as a matter of public safety and scientific responsibility. In a post shared on social media platform X, he said he would not stand by while federal actions, in his view, weaken the nation’s ability to identify and respond to international health threats. According to Pritzker, global cooperation remains essential in an era where diseases cross borders faster than ever.
In an official statement, the governor emphasized that participation in Global Outbreak Alert and Response Network will give Illinois public health officials direct access to critical data, expert analysis, and international partnerships. He argued that these resources are vital not only for state leaders but also for ensuring residents are better protected from future pandemics and disease outbreaks.
GOARN is a long-established global system designed to coordinate rapid responses to health emergencies worldwide. The network includes more than 360 technical institutions and plays a key role in mobilizing expertise during crises ranging from localized outbreaks to full-scale pandemics. By joining, Illinois positions itself as an active participant in global disease surveillance and response—despite the federal government’s exit from the WHO framework.
